The Federal Government of Somalia Lets Somaliland Claim Jurisdiction Over Badhan

Badhan is under the federal jurisdiction of Puntland State of Somalia.

Mogadishu (PP News Desk) — Badhan is a district in Sanaag. It is under federal jurisdiction of Puntland State of Somalia, but its name features in the “System Transformation Grant, Girls Education Accelerator and System Capacity Grant, System Transformation Grant, Girls Education Accelerator and System Capacity Grant” application for educational grants submitted by Somaliland Administration to the Global Partnership for Education.

The Federal Government of Somalia Minister for Education Farah Abdulkadir has excluded Puntland State of Somalia from the process to apply for GPE grants.

Puntland State Minisry of Education runs schools in Badhan, but in the application for grants, the Somaliland Administration writes: “The Q[uality] A[ssurance] O[fficer]s lack resources to go to school, majority are in retirement age bracket and general school supervision is in disarray. In some regions like Badhan, school supervision is conducted at most once a year.”

Puntland Post has learned that the Federal Government of Somalia Minister for Education Farah Abdulkadir had excluded Puntland State of Somalia from the process to apply for GPE grants, but has allowed Somaliland Administration to claim false jurisdiction over Badhan as evidenced by the application for grants that the secessionist administration sent to the Global Partnership for Education in January 2024.
