Puntland Plans to Privatise Airports

Garowe (PP News Desk) — Puntland State Government is exploring ways to privatise airports in Garowe and Bosaso.

Puntland Aviation Minister Hussein Osman Lugator today briefed Puntland Parliament about plans to hand over the management of main airports to foreign companies.

A statement posted on the Facebook page of Puntland Parliament provides scant details about questions MPs had asked the Minister. Puntland State Government did not allow journalists to cover the parliamentary session on plans to privatise key infrastructures in Puntland.

Last year, the incumbent Puntland Aviation Minister signed an agreement with Frontier Services Group, “an Africa-focused security, aviation, and logistics company founded and led by Erik Prince, the former head of Blackwater Worldwide.” The terms of the agreement remain classified.

Puntland Government intends to ensure that major agreements with foreign companies clear Puntland Parliament before competitive politics starts after the pilot local elections slated to take place in three designated districts next year.

In 2017 Puntland awarded DP World a 30 year concession to run the Bosaso port. DP World has since ceased to be a publicly traded company due economic pressures that forced the United Arab Emirates Government to return DP World to private ownership.

Puntland President Said Abdullahi Deni, who is currently on a visit in UAE, reportedly held meetings with DP World executives.
