Background

I. The Federal Republic of Somalia has received financing through the Ministry of Finance (MoF) for implementing the Somalia Enhancing Public Resource Management Project (SERP) to support Somalia in strengthening accountability, transparency, and institutional capacity in public resource management across participating entities. The Project Development Objective (PDO) is to strengthen accountability, transparency, and institutional capacity in public resource management, across participating entities.

II. The Government intends to apply part of the proceeds in the Procurement of Consultancy Services for 3 years of Audit services (FY 2024-2026) for World Bank projects for Office of the Auditor General of Somalia (OAGS) in collaboration with the Offices of Auditors General of the various Federal Member States (FMSs)

III. The Ministry of Finance now invites eligible firms (“Consultants”) registered with a recognized professional accountancy body to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are as follows:

1. Core business of the firm and years in business (at least 10 years’ experience in accounting and auditing of development projects, especially donor-funded operations in the public sector).

2. Experience of similar assignments on public sector and projects financial audits of donor-funded programs including familiarity with the World Bank Regulations on procurement, financial reporting, and auditing requirements.

3. Experience of having worked in an environment similar to that of Somalia; and

4. Technical and managerial capability of the firm. (Provide only the structure of the organization, general qualifications, and number of key staff. Do not provide CV of staff). Key experts will not be evaluated at the shortlisting stage.

IV. Terms of Reference:

The detailed Terms of Reference (TOR) can be found at the following website: www.mof.gov.so or it can be forwarded to the applicant upon submission of application to the address indicated below. The finalized TOR will be included in the Request for Proposals that will only be sent to shortlisted candidates.

V. Selection Method:

The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018, November 2020 and September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Least Cost Selection (LCS) method set out in the Procurement Regulations. Interested Consultants may obtain further information at the address below during office hours from 8:30 am to 3.30 pm Mogadishu time (Excluding public holidays).
