 Tender title: Invitation of Tender Process for Xorgoble River Restoration

The Ministry of Labour and Social Affairs (MoLSA), Puntland State of Somalia, invites sealed bids from eligible and qualified contractors for the Rehabilitation of Flood Control Infrastructure (Xorgoble River Restoration) in Qardho District under the SAGAL II Programme.

Interested bidders meeting the eligibility requirements are invited to submit technical and financial proposals in accordance with this Invitation to Bid (ITB), the attached Bill of Quantities (BoQ), and Technical Specifications.

Xorgoble area in Qardho District is increasingly affected by recurrent flash floods resulting from intense seasonal rainfall and uncontrolled surface runoff. During heavy rains, floodwaters overflow from the seasonal riverbed and natural drainage channels, causing damage to residential areas, public infrastructure, roads, and community assets. These recurrent floods disrupt livelihoods, restrict access to essential services, and expose vulnerable households to significant social and economic losses.
