Background

I. The Federal Government of Somalia, through the Ministry of Finance, has received financing from the World Bank for the Somalia Recurrent Cost and Reform Financing Project that supports the FGS and eligible Federal Member States (FMS) in strengthening resource management systems, the intergovernmental fiscal relations, and service delivery in health and education. The project disburses financing against Performance-Based Conditions (PBCs), under which payment follows independently verified evidence that agreed reform milestones have been achieved, rather than against inputs alone. The objective of the audit is to provide reasonable assurance on payroll migration completeness, legitimacy of payroll entries, authorized payment execution, and resolution of material control weaknesses.

II. The Government intends to apply part of the proceeds in the Procurement of Consulting Special Audit of Payroll Data Migration and Integrity in Somalia Federal Member States

III. The Ministry of Finance now invites eligible firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The short-listing criteria are as follows:

A. Core business and years in business: The firm must be a registered, audit or professional services firm, affiliated with an institute that is a full member of the International Federation of Accountants (IFAC) with a core business focus on financial and auditing. The firm must have been in operation for ten (10) years.

B. Relevant Experience: The firm should demonstrate experience in financial auditing, public financial management, HR, or governance, with successful execution of at least two (2) similar assignments. For each referenced assignment, provide evidence related to the assignment, including title, scope of work, client name, address, and contact details, duration, and contract value.

C. Technical and managerial capacity: The firm should demonstrate sufficient technical and managerial capacity to carry out the assignment.; and

D. The technical and managerial capability of the firm. (Provide the structure of the organization, general qualifications, and the number of key staff, thier CVs and their qualifications.

V. Selection Method:

The attention of interested Consultants is drawn to section III, para 3.14, 3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non-Consulting and Consulting Services, “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 revised August 2018, November 2020, 2023 and 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest and eligibility.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations.
