SSCK Parliament Passes New Law on “Collaborators” with Somali Secessionists

Las Anod (PP News Desk) — The Parliament of Sool, Sanaag, Ceyn and the Khaatumo Administration (SSCK) today passed a law to protect the administration and its constituencies against the infiltration of collaborators known locally as horgale. Militia leaders and politicians from SSCK territories who have collaborated with the secessionist administration in Hargeisa make up the horgale group.

The four laws passed today pertain to the punishment for horgale collaborators. Any collaborator caught fighting alongside secessionist forces will be executed by a firing squad. An officer with the rank of major, identified as a collaborator and arrested in a non-conflict situation, will face ten years in prison. A non-commissioned soldier identified as a collaborator will face a prison sentence of between five and ten years. Any collaborator in the secessionists’ Parliament or House of Elders will face ten years of imprisonment.

The new law officially brings to an end the amnesty period, which some former collaborators have taken advantage of, having expressed loyalty to the new administration based in Las Anod.
