Mogadishu (PP News Desk) — The Auditor General of Somalia Mohamed Mohamud Ali has written to the outgoing Prime Minister Mohamed Hussein Roble about public finances management guidelines that the Council of Ministers had ratified.
“The public finances management guidelines have been ratified without reference to 2019 modalities for writing guidelines” The Auditor General wrote. He criticised the decision to write guidelines in a non-official language.
The Auditor General pointed out contradictory numbers in the public finances management guidelines. The Finance Ministry tabled the public finances management guidelines for ministerial ratification.
“The guidelines for public finances management will not take effect before the rectification of articles that contravene public finances management law” the Auditor General wrote.
The Finance Ministry has not commented on the Auditor General’s letter. A new finance minister will be appointed after a new government gets formed if President Hassan Sheikh Mohamud does not retain Dr Abdirahman Beileh, who spearheaded laudable civil service and security reforms.
