The Puntland Highway Authority hereby invites applications from registered eligible firms for consideration as Pre-qualified bidders in Puntland for rehabilitation and maintenance of selected Roads under phase II, which funded by Government of Puntland as detailed below: The Advert to be read together with instructions to eligible and prospective bidders.
Puntland Highway Authority (PHA) is a state corporation mandated with the responsibility of the Development, maintenance, rehabilitation and management of roads in Puntland State of Somalia. Therefore it calls for Puntland Highway Authority to play an important and essential role in tackling and addressing challenges related to bad state of the roads which are dilapidated and broken down and neglected due to many years of conflict and political instability in the country.
In 2021 and 2022, the Puntland government undertook the maintenance and construction of Gaalkayo- Garowe main road, Garowe- Laascaanood section and Garowe- Bosaso section at the project value of $7,753,406 for road rehabilitation project (Phase I). The maintenance works comprised; Improving the existing drainage structures and system, repairing of broken road embankments, rehabilitation of 10 bridges, constructing of 82 new concrete culverts, restoration of 78 existing pipe culverts, filling of potholes and constructing and repairing of 9 km surface dressing of carriageway and shoulders and construction of 14km of hot mixed asphalt. In phase 1, the project was funded by the Government of Puntland and carried out by qualified national road contractors and supervised and quality controlled by the Puntland Highway Authority (PHA).
As part of continuity, Government of Puntland has rolled out PHASE II of the project which focuses on development-based initiative that aims to improve the state of economic infrastructure. Puntland Highway Authority through the funding from the government will develop, formulate and implement roadway construction and rehabilitation. PHA scope also includes the planning, designing and quality assurance and quality control.
Puntland Highway Authority (PHA) thereby invites eligible firms to express their interest in carrying out road rehabilitation, construction and maintenance works on the following road sections:
• Section A (Bossaaso- Qardho)
• Section B (Qardho- Garowe)
• Section C (Garowe- Gaalkacyo)
• Section D (Garowe- Laascaano)
• Section E- (Ceeldaahir – Baran)
Scope of work:
1. Repair/improvement of drainage system of existing culverts and bridges.
2. Construction of new culverts.
3. Rehabilitation and development of existing protection gabion box and stone pitching.
4. Construct access culverts.
5. Earthwork, sub base and base activities.
6. Rehabilitation of failed road embankment.
7. Bituminous surfacing of road and shoulders, and rehabilitation and restoration of exist road seal.
8. Filling of potholes and ruts in the carriageway.
9. Development of road inventory.
10. Construct and install road traffic signs.
11. Any other Maintanance activity as instructed by PHA.
Interested firms must provide information indicating their qualification to perform the services by providing description of similar assignments and appropriate skills. The firm should also indicate in their bid the specific qualified staff with the requisite qualifications to perform the work.
Bidders shall include the following information and documents with their tenders.
a) Copies of certificate of incorporation / registration for local firms.
b) Copy of registration license of the company.
c) Tax compliance certificate From Puntland Ministry of Finance.
d) Capability to perform the services: Company Profile, Brochures, description of assignment and experience in similar projects e.g. provide reference letters.
e) CV’s of the respective technical staff and professional references.
f) Document with contact details of company (address/email/phone)
g) List of construction equipment’s to be deployed i.e. Make and Type, Year of Manufacture, Capacity, Ownership and number to be deployed.
h) Proof of financial capability i.e. Financial volume of construction works carried out for the last three years and balance sheets for the last three years.

Eligible Firms should submit their “Expressions of Interest” clearly marked (Puntland main Road Rehabilitation project phase II) in plain sealed envelopes in the Tender Box situated at the PHA Offices, Garowe not later than 10th June 2022 @1600hrs (East African Time).
