1. Background:
The Federal Republic of Somalia has received financing from The World Bank through the Ministry of Finance (MoF) toward the cost of Somalia Enhancing Public Resource Management Project (SERP) and intends to apply part of the proceeds towards the recruitment of Public Service Management &
Institutional Capacity Development (PSM & ICD) Adviser for the Office of the Prime Minister, Federal Government of Somalia (FGS).
The Office of the Prime Minister envisions bolstering aspirations and establishing medium- to long-term effective public service institutions capable of delivering services to citizens. The Office is ready to synergize the government’s transformational and public sector management reform initiatives and prioritize harmonizing reforms to enhance government performance.
In this regard, the Office of the Prime Minister seeks a senior advisor to support the Prime Minister’s vision on Public Service Management reforms and Institutional Capacity Development (ICD). The overall objective of the position is to provide periodic reporting and monitoring to the Office of the Prime Minister on government public service management and institutional capacity development initiatives. The role will support better coordination and convergence of various initiatives in line with their objectives.
2. Selection Criteria: Selection shall be based on the qualification and experience of the candidate and followed by an interview. The qualification, experience and skills should include:
- Minimum master’s degree in MBA, Governance, Public Administration, Public Policy, or closely related fields.
- Minimum of eight (8) years of professional experience in public sector management, institutional development or change management, including working with governmental, non-governmental, and private sector institutions.
- Proven record of a minimum of five (5) consecutive years of experience in coordinating reforms in public service management at inter-governmental level and institutional capacity development.
- Demonstrated experience in public service management and the ability to deliver results in complex and challenging environments.
- Proven experience in preparing high-quality analytical reports in English and Somali.
- Demonstrated ability to communicate effectively in Somali and English both orally and in writing.
3. Duration Public Service Management & Institutional Capacity Development (PSM & ICD) Adviser shall be contracted for an initial one-year period, with the possibility for extension for additional year(s) based on satisfactory performance and availability of funds.
4. Reporting Obligations
The adviser will report directly to the Permanent Secretary of the Office of the Prime Minister and work closely with the Director of Public Service Management & Institutional Capacity Development at the Office of the Prime Minister.
The adviser will also work with other key relevant government institutions such as the National Civil Service Commission, as well as across government MDAs, by coordinating the center of the government’s agenda on public service management reform initiatives.
The Ministry of Finance now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide the following: (i) Curriculum Vitae (CV) with 3 references; (ii) copies of certificates of academic qualifications; and (iii) cover letter indicating that they are qualified to perform the services.
5. SUBMISSION REQUIREMENTS; The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018, November
2020 and September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
