Subject: Invitation of Consultant: –

Ministry of Humanitarian Affairs and Disaster Management (MOHADM) in Puntland that is responsible to coordinate and manage all humanitarian activities and emergency responses at Puntland level. Its duties include Preparedness/mitigation/risk reduction/Resilience/ recovery and response with exit strategies as well as forecast, predict and produce timely early warning and information to vulnerable communities and sending emergency appeals to decision makers internally and internationally.

 Role of the Local Consultant

  • Responsible for technical preparations to finalize a good quality PL DRR plan based on inputs and comments received from the validation workshop and inputs from relevant local institutions and also from UNDP.
  • Responsible for technical review and enhancement of the DRR training modules based on inputs from UNDP.
  • Organize and conduct DRR training to district Disaster Management Committees involving a total of 30 officials/staff.
  • Prepare training reports including gender disaggregated participants’ list, pictures and training evaluation by the participants
  • Prepare training module on DRR Mainstreaming at the local level in coordination with UNDP
  • Organize and conduct DRR mainstreaming training involving a total of 20 officials/staff from disaster relevant ministries.
  • Prepare training reports on DRR Mainstreaming training including gender disaggregated participants lists, pictures and training evaluation by the participants
  • Responsible for technical preparations and organize three EW consultations in a selected communities with following objectives and targets:
  • 1st consultation event: Objective is to sensitize and raise the awareness of the community leaders. Assess existing EW practices, and identify especially vulnerable groups/households needing help through EW dissemination.
  • 2nd consultation event: Engage the community to discuss, prioritize actions, and prepare an action plan (in Somali) for monitoring and dissemination of EW information including evacuation measures if needed.
  • 3rd consultation event: Validate and Finalize the EW action plan; guide the communities to form a local community committee to adopt and use the proposed EW action plan during the emergency period.
  • Responsible for technical review and finalize the training manual for End-to-End EW services
  • Conduct EW training involving a total of 30 officials from the district DM committees
  • Prepare and submit technical report to UNDP.
  • Responsible for technical preparations and conduct training on Urban DRR to 20 municipal officials/staff.
  • Prepare and submit training reports to UNDP
  • Responsible for technical preparations; engage and guide the municipal staffs to prepare Municipal DRR plans outlining their roles and actions in various phases of disaster risk management.
  • Prepare and submit technical report.
  • Responsible for technical preparations and guide the 4 disaster DM committees in the preparation of community DRR plans under PL reflecting the priorities to reduce disaster risks and vulnerabilities in the respective communities (districts).
  • Submit draft Community DRR Plan to UNDP for review
  • Support the coordinator in terms of technical preparation, report writing for effective implementation of following local DRR schemes.
  • Assess and identify vulnerable communities and various groups beneficiaries, segregated by gender and disability affected by drought and floods in PL.
  • In line with the priorities in Community DRR Plans (above), mobilize and implement following local DRR schemes for reducing disaster risks and vulnerabilities at the community level: (a) developing livelihood training packages, and conducting basic entrepreneurial skills, (b) cash grants to the vulnerable women/disabled and poor households to help them stand on their feet; (c) Solar cooking stoves, etc.
  • Draft quarterly progress report
  • Participate quarterly review meeting

 Duration

  • The duration of the consultancy period will be for 6 months) from 28/JUN/ 2022 to Dec/ 31/ 2022.

Qualifications and experience

  • Master degree or Bachelor in social science e.g. (Development studies/ Disaster management/Disaster Risk Reduction and EWS or related field.

Experience

  • Five (5) years in conducting teaching or training in similar assignment e.g. (DRR/Preparedness of Shocks).
  • Experience in working Puntland particularly in DRR/DRM mainstreaming and EWS is significant advantage
  • Fluency in both Somali and English is required.
