Garowe (PP News Desk) — The Information Minister of Puntland State of Somalia Mohamud Aideed Dirir has claimed that the leader of the Sool, Sanaag, Cayn and Khaatumo (SSCK) administration Abdulkadi Aw Ali had signed a resolution calling for military action against Jubaland State.
“Aw Ali signed the resolution that sanctions waging war against Jubaland State,” said Aideed, who has been accused of “brazenly misquoting an article in the resolution issued by the National Consultative Council”. The cited article in the resolution reportedly tasks the Federal Minister of Interior with recommending measures to address the ongoing political deadlock over the Jubaland administration.

Aideed further alleged that the SSCK leader had expressed an intention to include the Sanaag region within his administration. Meanwhile, Puntland President Said Abdullahi Deni recently appeared to support Somaliland’s secession. “Somaliland is free to look after its interests,” President Deni said in what seems to reflect irreconcilable political differences with the SSCK administration. The secessionist administration in Hargeisa has not responded to President Deni’s remarks.

The statement by the Puntland Information Minister, shared on Daljir Radio website, comes in the wake of the SSCK administration attaining federal member state status, equal to that of Puntland. Puntland continues to support the legitimacy of the SSCK administration based on the Laascaanood Declaration of 6 February 2023, the day when Somaliland’s secessionist forces began shelling the administrative capital of Sool.
Puntland Political Forum, the main opposition group in Puntland, has called for a grand conference to envision a second phase of state-building, as the 1998 Puntland Charter is considered defunct following the federal recognition of the SSCK administration.

Last year, Jubaland President Ahmed Mohamed Islam withdrew from the National Consultative Council after disagreements over the harmonisation of federal and regional electoral plans. Although re-elected for another term as Jubaland President, he had, while a member of the Council, signed agreements that sidelined Puntland State, prompting Puntland in 2023 to announce a downgrading of its ties with the Federal Government of Somalia.
Former Prime Ministers of the Federal Republic of Somalia, Omar Abdirashid Ali Sharmarke and Dr Abdiweli Mohamed Ali, and King Burhan, the highest traditional authority of Darod clan, have welcomed the federal member status of the SSCK administration.”
