The Puntland Interior Ministry Abdi Farah Said issued a directive aimed at preventing foreigners from joining ISIS and those acting as sleeper cells for the proscribed group from carrying out terrorist attacks. The directive also outlawed begging by foreigners who carry mobile phones and solicit alms from locals. In Garowe today, the police rounded up foreigners without residence permits and foreign beggars.
The Puntland State Government has issued a mandatory policy urging local employers to update the government on the residence status of their foreign employees. Meanwhile, the Puntland Security Ministry, tasked with enforcing the directive from the Interior Ministry, has taken steps to ensure that undocumented foreigners are not allowed to enter or live in Puntland State of Somalia. Employers who have sponsored foreign employees have been instructed to register their employees within 72 hours.
