Puntland and SSCK Agree on the Distribution of Chinese Aid

Puntland State President Said Abdullahi Deni has authorised aid distribution mechanism to enable SSCK interim administration to distribute aid in its constituencies.

Garowe (PP News Desk) — Puntland State government is preparing for the transfer of Chinese aid to Sool, Sanaag, Cayn and Khaatumo interim administration. The aid sent through the Somali Disaster Management Agency (SODMA) will arrive at Bosaso Port. The Puntland State government made contact with SSCK leadership about the potential transfer of aid to the beneficiaries.  Puntland and SSCK have reached an understanding about an aid distribution mechanism to prevent the mismanagement of the aid. Last month’s food sent by the World Food Programme was looted in Buuhoodle after the Puntland government bypassed the SSCK administration to distribute food in Buuhoodle, where SSCK leader Abdulkadir Aw Cali was visiting.

SSCK Leader Abdulkadir Aw Cali has made concessions on mandating registration requirements for donors sending aid to SSCK constituencies.

SSCK leadership has climbed down from demands that aid agencies should register with the Laascaanood-based administration to be able to distribute aid. Such a policy has turned out to be a frantic attempt to mandate registration in an administration that is not officially a Federal Member State. Donors send aid through Federal Member States, not through sub-entities. SSCK is now an interim non-Federal Member State recognised by the Puntland State of Somalia on the basis of the 6 February Laascaanood Declaration of 2023.
