Garowe (PP News Desk) — A group of Puntland traditional leaders has recommended solutions to the current stand-off between Puntland Security Forces and Puntland State troops in Boosaaso.
Headed by Boqor Burhan, the traditional leaders have backed the decree from Puntland presidency to replace the Commander of PSF, but have laid out conditions for the reorganisation of the ‘extrajudicial organisation’.
“Weapons and properties of PSF belong to the outgoing PSF Commander Brigadier General Mohamud Osman Abdullahi. Puntland State government should pay outstanding salaries of PSF soldiers and allocate regular security expenses for the personnel of the Commander” traditional leaders have proposed.
Puntland State government rejected the proposal that renders PSF weapons and properties personal belongings of the outgoing PSF Commander.
PSF operates outside Puntland constitutional arrangements. Founded by the founding President of Puntland Abdullahi Yusuf Ahmed without clarifying its role, PSF (formerly Puntland Intelligence Service) developed into an externally funded parallel security apparatus unaccountable to Puntland State government.
