Hargeisa (PP News Desk) — The Somaliland President Muse Bihi Abdi today outlined goals of the public finance management reforms in Somaliland. In a speech for participants of the ruling party’s annual conference in Hargeisa President Muse Bihi touched on the link between financial management reforms and transparency.
“Reforms have been going on for ten years through assistance from the World Bank. The goal is to make public financial management in Somaliland transparent so that citizens, journalists and researchers can have an access to the data” said President Bihi.
Somaliand Government will introduce an open data project in bid to make transparency in public finance a core government policy. “The financial management reforms will address tax collection challenges facing the government. We must not leave citizens in doubt that tax collected from citizens does not get pocketed by government employees” added President Bihi.
Another element that financial reforms will inject into public finance system in Somaliland is the preparation of the national budget on the basis of open data to be generated once reforms take effect.
Somaliland receives direct development assistance through the Special Arrangement introduced in 2013.
