PUNTLAND VICE PRESIDENT QUESTIONS LEGALITY OF MINISTERIAL APPOINTMENTS

Garowe (PP  News Desk) — Puntland State Vice President Ahmed Elmi Osman has questioned the legality of new ministers and vice ministers appointed by President Said Abdullahi Deni.

In a statement issued by the Office of Puntland Vice President’, Ahmed E. Osman distanced himself from the claim that he had been consulted on the Puntland cabinet reshuffle that contravenes the Puntland Constitution.

AN UNOFFICIAL TRANSLATION OF PUNTLAND VICE PRESIDENT’S LETTER

To: The Puntland Parliament
Subject: The Vice President’s Position on the Cabinet Reshuffle

May 23, 2020

I am writing this letter in reference to Presidential Act number 45 dated 22 May 2020 about the appointment of Ministers and Deputy Ministers. As the country remains in dire security and heath situation,  [Puntland State] President fired Ministers, Deputy Ministers and appointed new Ministers and Deputy Ministers, changes that the  President claims to have discussed with me.

Therefore, I state that  the consultation mentioned in the [presidential ] decree is baseless, and contravenes article 80, paragraph 5 and article 80 and paragraph 2 of Puntland Constitution.

With this in mind, I make it clear to government agencies and people of Puntland that the [presidential] decree is against the legitimate role [of the Office of the Vice President] as specified in article 138, paragraph 2 of the Constitution, which is written  as follows:

Every article, bylaw or decree that contravenes the Islamic Sharia and Puntland Constitution is null and void.”
