Hargeysa (PP News Desk) — On the occasion of the 29th anniversary of the proclamation of Somaliland as a self-declared Republic on May 18 1991, President of Somaliland Muuse Biihi Abdi pardoned 365 prisoners convicted of minor offences.
A statement from Somaliland Presidency has clarified how Somaliland Attorney General will apply the presidential amnesty. “The amnesty decision will not affect civil claims and criminal record resulting from the offence” reads the decree.
Plaintiffs will be able to pursue the pardoned prisoner in a civil court on such matters as theft or physical injury from violence. The hybrid legal system of Somaliland allows settlement of cases outside the court through the customary law.
