I. PUNSAA Background

Puntland Non-State Actors’ Association (PUNSAA), was formed in 2008, to provide a forum through which Puntland Non-State Actors Platforms (NSAPs) can participate in and influence policy and decision making processes at local, state, regional and international levels. PUNSAA brings together a wide range of Non-State Actors from across regions of Puntland including nongovernmental of organizations, community-based organizations, business associations, and different categories of professionals such as teachers, lawyers, doctors. Through its work, PUNSAA provides a venue in which people can debate view and organize themselves to promote shared objectives and values. PUNSAA helps citizens to raise their voices to be heard and participated in political arena and to make government more accountable. By doing so, the Platforms complements and works closely with representative bodies such as Parliament, International Non-governmental Organizations (INGs), Local Non-governmental Organizations, Community Representatives and News Media quarters, etc.

This project focuses on the following areas such as “consolidating basic governance institutions at the local and national levels, in line with a long-term ambition for Somalia to develop transparent, participatory and accountable government institutions and practices engagement among the parties is centered around strengthening of relevant governance structures, civil society organizations, peace and reconciliation efforts and the consolidation and enhancement of the electoral processes in Puntland, Somalia.”

II. Duties and Responsibilities

Summary of the Key Functions:

  • Establish well planned work plans with achievable results within timeframe for all DANIDA-Projects and share with internal and external stakeholders.
  • Execute all the planned activities with respect to project cycles.
  • Leading civil society consultations on the constitution review and produce relevant position paper on the nature of the situation.
  • Coordinating review of the Election laws and national electoral commission and other relevant stakeholders.
  • Working closely with the Mediation teams with respective zones or regions.
  • Preparing and disseminating the policy briefings and press releases to communities and other relevant parties.
  • Leading development and submission of concept notes activity reports either monthly or quarterlyLeading and implementation of the project activities, monitoring and evaluation framework.
  • Preparing the Terms of Reference of the Election Mediation teams.
  • Collecting, analyzing, documenting, and disseminating information relating to the Election disputes and share with all stakeholders.
  • Ensuring the civil society actors play a vital role leading to Election Mediation teams.
  • Organizing a training of Election Mediation teams in both regional and national levels and making sure that the teams understood the context, objectives and activities.
  • Establishing proper communication mechanisms with the regional focal points to ensure that they are updated constantly as necessary.
  • Working with various election stakeholders including parliament, government, political parties, Non-State Actors Platforms (NSAPs) and media on issues regarding to election processes.
  • Preparing urgent meetings on disputes arising in the elections processes.
  • Producing a leaflet in Somali language about Election Mediation Teams activities and news-letters in both English and in Somali as required.
  • Preparing a case study about demonstrating effective deployment of mediators in the election stations in the regions.
  • Building a strong relationship with parliament constitutional review committee, ICRIC, regional and national reconciliation committees, CSO actors, Somali.
  • Reviewing on election framework and laws in the consultation meetings in the regional and national levels.
  • Advising and supporting to development priority in election legislations.
  • Facilitating of the validation meetings for the collected data in the law reviewed consultations and recording it in appropriate manner.
  • Leading revisions made to the legal and administrative framework of the election process.
  • Leading and sensitizing sessions of election systems and constitutional review process.
  • Working closely with Ministries of Constitutional Affairs of the states and Federal government to make sure dissemination of information is getting to all concerned offices and stakeholders.
  • Establishing working relationships with the Independent Constitutional Review and Implementation Commission (ICRIC) and Federal Parliament’s Oversight Committee (OC) and simultaneously shared with all stakeholders.
  • Preparing periodic press releases to the public about the current situations and future plans of the election processes.
  • Making sure contents of all public statement are accurately edited, shared, discussed and approved before it released to the public domain.
  • Compiling and documenting all project activities (including daily, weekly, monthly, quarterly and the end of project as required).

III. Qualifications and Experience

The Project Coordination should have the following minimum qualifications:

  • Masters of Business Administration, Masters of Law, Master of Public Administration; or other relevant fields.
  • Minimum of five years of related work experience is required.

IV. Competencies and Skills

Candidate should have the following abilities and knowledge:

  • Strong interpersonal skills.
  • Effective coordination and working relationships with his or her coworkers.
  • Excellent analytical skills in the aspect of a post conflict situations.
  • Excellent Microsoft Office proficiency such as spreadsheet, power point, and Microsoft word.
  • Maneuvering skills and ability to present a high profile presentation and report writing skills.

V. Language Skills

  • Fluent Somali and English proficiency both oral and writing
